Any test captures a narrow slice. This is not a criticism. Passing and being able are separate. Both errors occur. A result without the substance. Somebody competent performs badly under observation and does not pass. The test is a proxy rather than a measurement. Circumstances affect the outcome. The variables. Which is why repeating an assessment frequently produces a different result with no change in ability. The year following a formal assessment is generally where the real competence forms. Ordinary practice without observation. The important stage is unmeasured. What develops is not necessarily good. Without correction they persist indefinitely. One-off testing has this gap. Periodic reassessment exists for some activities and not most. People judge their own competence poorly. The judgment fails in both directions. Somebody watching. The feedback stops. The option exists. An hour with somebody who knows what they are looking at identifies things years of practice did not. Particularly after an interruption. Memory outlasts capability. Treating the result of an assessment as a floor Chi-Fi Resource rather than a conclusion is the useful frame. Anyone whose competence exceeded their qualification generally treated passing as the beginning.
