Plat was founded to place the Imperial Bureau of Internal Tranquility, or BIT, which is in charge of investigating and interrupting threats to the internal peace, somewhere else when it was found that having it in the capital left it in open view of the Money, and that had a negative influence on its efficiency. It has not really helped.
