The Sinhogi is a network of semaphore towers that spans across the Eternal Empire finished relatively recently. It allows for near-real time communication, however it is both closely watched and tightly guarded. That means any messages sent across the network are visible to all players, and the Sinhogi Watchmen's Corps garrison the fortified towers. It's also quite expensive to use, to pay for the enormous cost of operating the netowrk.
