The Free City is a city state within a state, granted special privileges as a duty free trading port. Its strict anti-hierarchy confuses outsiders and insiders alike, but the money is just too good. Slavery is very strictly banned in the Free City: all those who pass through its doors are considered free and equal citizens. However, this has just meant that there is a bustling business for bounty hunters in the towns outside its walls, and Imperial Navy impressment officers roam the streets for those with the properly desperate look in their eyes. And though all Free Citizens are vehemently abolitionist, they view it mostly as a vehicle for Good Discourse, caring little for the lives affected by the practice of slavery.
