That distinction matters because the two things get blurred fairly often, especially by keepers newer to the hobby who search online for symptoms and end up adjusting husbandry based on guesswork rather than getting the animal seen. Reptiles are also good at masking illness until a condition is fairly advanced, which is exactly why waiting to see if something resolves on its own is rarely the safer option.

That said, there's a clear line between normal settling-in behaviour and something that needs attention. Prolonged refusal to eat beyond what's typical for the species, laboured breathing, unusual discharge, obvious injury, or any behaviour that seems more than ordinarily distressed are reasons to contact a vet experienced with reptiles straightaway, rather than waiting to see if it resolves on its own.

That said, a species-specific system isn't automatically the right choice for every setup. Keepers with more than one species, or those who prefer to build a bioactive enclosure from individual components, may still find a generic substrate combined with careful research suits them better. However tempting it is to interact with a new arrival straight away, most reptiles settle better with little or no handling for the first few days, left instead to move around the enclosure and find its hides and basking spots in their own time. Handling can begin gradually once the animal is feeding normally and showing settled behaviour, rather than on a fixed schedule regardless of how the animal is actually responding.
