How frequently are they written out (with what sort of distribution? uniform, clustered, etc...?) and what's their structure like? Depending on the details, the optimal solution could be anywhere from "no threads at all" to "shared thread pool" to "thread for each packet". That website is not measuring the bufferbloat to your router, it is measuring the bufferbloat to your connected device. Even via Ethernet there are variables that can affect the connection between you and the router. I didn't have this with my previous ISP, so I experimented and removed the SH2 and connected an Openreach modem and an Eero pro router.
Re: Upload latency/bufferbloat on FTTC
First you need to design your code properly for threads to retrieve the incoming packets and process them in a deterministic fashion. If you use multiple (pre-allocated) threads it's possible that the packets may be processed 'out of order'. If you use a single (pre-allocated) thread to loop and pick up the incoming packets, there is a chance that thread might encounter a problem and terminate leaving no threads to process any data. That's not much overhead at all, given that serial ports max out at around 1 bit per 10 microseconds. To fully harness the power of Cheapflights, take advantage of our 'Compare To' feature.

Absolutely no latency or missed/dropped packets for locally connected computers. Each time a data packet arrived in, a thread was created and handed that data to process it to the output devices. Of course the packets were large so it caused no bottleneck.

Create a single thread or a pool of threads and just signal when messages are available. Upon receiving the signal, the thread can perform any necessary message processing. I have not yet had visitors around for a celebration since changing to BT broadband and the Smart Hub 2, so I do not know if this bufferbloat issue will reappear when these visitors take lots of pictures. So any time I had visitors around taking pictures, bufferbloat would often render browsing the web very slow.
But I also want a usable internet connection that is actually fit for purpose too. Even with just one licence you can get MSDN Under a Volume Licence. This is cheaper and (depending on exactly which VL program) can allow the cost to be spread across the VL period (once fully paid the licences become permanent). You may want to talk to your boss about your opportunities to join MSDN for free. I work at a company using all Microsoft Software, and I get a free subscription, which comes with access to almost all of microsoft's software.
Also, if you do this from 2 independent processes and they map the file "shared", they will share the underlying memory. So I am surprised that after upgrading to the Smart Hub 2, and upgrading to BT broadband with a faster download speed of 35 Mbps, my bufferbloat rating has got much worse, dropping down to an F. If there is no way to tell where the string will be (first half, second half, etc) then there is really no optimized way to do the search other than the builtin "find" function. You could reduce the I/O time and memory consumption by not reading the file all in one shot, but at 4kb blocks (which is usually the size of an hard disk block).
Just to mention that the benchmarks I did made me believe that the costs of thread-creation lies in the range of one millisecond (on an Alderlake test system with Ubuntu 22.04). In your example, it would make sense (as has already been pointed out) to create a thread that handles all of the serial communication and is eternal. So, I borrowed an EE Smart Hub Plus (SH31B) from a friend who is with EE Broadband thinking a newer and better router from BT/EE would be better. Plugged it in, and the performance is almost just as bad as the BT Hub is.
