+Naming things is hard, so what I've done is just think of a defining feature, put that in Google Translate scrolling through languages until something cool turns up and used that. This is usually how things are named in real life, as well--Frankfurt just means the Franks built a fort there at some time, Chateauneuf-du-Pape is just the pope's new house and so on.
+I haven't really given any thought to Game Balance or anything, just what I think would be "sensible" or "realistic". It's noticeable there aren't really a lot of pure Fortresses around, but I'm not sure what use an Empire that has been united (well...) for such a long time would have for a bunch of forts.
